Anything unencrypted is perfectly legal to listen to, and the SDR programs currently available have zero capability to do the illegal act of cracking encryption keys (even if you got the keys legally, there's no software out to do the decryption). The +5 MHz split is standard between 450 and 470 MHz. Everything else in 451-454 MHz is business use. 450-451 MHz is media auxiliary (remote pickups and media-use LMR), and 454-455 MHz has become a popular place for trunked systems under Part 22. Not sure what the other commenter is talking about. Signal-to-noise ratio is going to take a hit, but a $20 receiver is a $20 receiver. The actual signal is masked by the front-end overload effects. All of those peaks you're looking at are images from that really strong transmitter around 454.08 MHz. You have some ridiculous front-end overload, turn your gain down until the only strong peak associated with that signal around 454.08 MHz is that signal alone.
